In 1862 the construction and operation of the Transcontinental Railroad was approved by the Pacific Railroad Act. This act promoted construction and authorized the issuance of government bonds and grants of land to the railroad companies. Government bonds were good for 30 years and enabled railroad companies to receive money from the U.S. government in lieu of a lien on that section of land.
